Supporting high-impact charitable initiatives

in Halton and beyond

About the RCO Foundation

The RCO Foundation (RCOF) is an independent registered Canadian public foundation that provides structured grant funding to registered charities and other qualified donees.

Guided by Rotary values of service, integrity, and stewardship, RCOF supports initiatives that deliver measurable public benefit, with a primary focus on Halton Region and the flexibility to respond to broader regional and international needs where appropriate, within a framework of independent governance, defined policies, and Board-led decision-making.

Mission

We provide urgent, responsible, and impactful charitable support through structured grant funding, with a focus on Halton.

Vision

A thriving, inclusive Halton community built on dignity, resilience, and hope.

Values

Our work is guided by integrity, service, stewardship, and Rotary’s Four-Way Test, ensuring fairness, transparency, and impact in all we do.

What We Do

RCOF is a grantmaking public foundation. It supports clearly defined charitable initiatives that align with its mandate and provides funding through qualified organizations rather than delivering programs directly.

How Decisions Are Made

All funding decisions follow a structured evaluation process, including defined criteria, due diligence, and Board approval.

Applications are assessed based on alignment with RCOF priorities, organizational capacity, and the potential for measurable impact.

What We Expect

Applicants are expected to demonstrate strong governance and organizational capacity, along with clear outcomes and measurable impact.

Projects should align with RCOF priorities and show a well-defined approach to delivering community benefit.

Governance & Stewardship

RCOF operates within a defined governance and oversight framework that supports responsible decision-making, regulatory compliance, and effective stewardship of charitable resources.

The Foundation’s Board oversees grantmaking and investment management to support RCOF’s charitable purpose and long-term sustainability. Formal governance practices apply to all funding decisions, including:

  • Board approval of all grants

  • Conflict of interest disclosure and management

  • Structured evaluation and due diligence

  • Ongoing monitoring and reporting

RCOF manages its assets with a long-term perspective to support sustainable grantmaking through preservation of capital, diversified investment management, and ongoing performance oversight.
